How can I set it that all the guns have a max of 400 bullets ?

in what file do I put this ? give bit more explanation, so that other people can get wise out of this too

Put it in your server.cfg but you can put it in your zombiemod.cfg also if you want.

make a file called ammo.cfg

than you can put it in custom map.cfg
at the last line "exec ammo.cfg"
